Is Image Composer in Front Page? Help!

I have a very basic but very frustrating problem.Can anyone tell me how to install Image Composer with Front Page?
I just purchased and installed Front Page 2000. The box and instruction book says it contains Image Composer 1.5 but there is no other mention of it. It didn;t seem to install with Front Page, the set-up doesn;t give an option of installing it, and I can't find a mention of it anywhere in Help or the book's contents. I can't find an Image Composer folder on the CD.
I tried the Microsoft site but no help there.
