I haven't seen that particular problem very often in the way that you mention. But I have seen things go 'out of focus' when applying some of the other effects such as Outlines, Crop, and a few others. But I'm not certain of how consistently it does this.
In general, I've observed that web sites that claimed to have used PD to have created their graphics included graphics of much lower end quality than those of Image Composer. IC1.5 may not produce the SMALLEST file sizes in graphics, but there is no doubt about their quality when put together properly.
It will certainly take a bit more learning curve than PhotoDraw, but IC is much better supported by its users (take a look at their respective newsgroups!).
IC will also be around for a while to come even if MS does not develop it further. The reason I say this is what was started by Steve higher up in the thread. IC1.5 will be packaged in with the standalone version of FP2000. That's a lot of new users who will be introduced to IC and will need support, besides those who are already using FP98 and getting to know IC, BESIDES the users who have already familiarized themselves with IC. It's worth looking into.
When compared with PD (which does do some neat things with 3D text and with edge effects), I would take IC hands down any day. It's just a much more fun program.
