My best suggestion is to first acquire Macromedia's Fontographer. It is pretty much the industry standard when it comes to font design. There are low budget programs also out there, but they aren't as good.
I have enclosed a link to my company's site of a logo I created by hand. Then scan through into PhotoShop for manipulation. Also check out Margo Chase's site. She is the leader in font design.
