Here are a couple of suggestions:
1. You're going to need to know how to use the software. The best place I have found has been the local City University that offers 10 week courses in software such as QuarkXPress, Illsutrator and Photoshop. I recently took the Quark class and it was fantastic. The total cost, including the class, books and travel was a little over $300.
2. There's a great book I read when I was first starting called How To Start and Operate a Home-Based Word Processing or Desktop Publishing Business by Michele Loftus. Some of the sections are outdated (like the section on computer hardware), but otherwise, it has really good information.
3. Check out the different web site dedicated to DTP. One of my favorites is www.desktoppublishing.com.
4. Form business relationships with local printers. Find out what software they use, what printing jobs they specialize in. Let them know that you're starting a DTP service and that you'd like to use their printing services. Once you use them for some printing jobs, they may give you reduced prices and may even outsource some work to you.
