: 1) How to get my feet wet and get myself a job (in Washington, D.C. or Atlanta, GA)?

I'm not from your area but here we have many temp agencies that are a good place to start. They will match your experience level to the jobs they have available. Some temp assignment lead to permanent work. (I have done this myself.) Don't limit yourself though. Sign up with as many agencies as you can. And try to find ones that specialize in graphics or DTP.

: 2) A certificate/training company or program (in same places)?

Again in my area (NY/NJ/CT) there are many centers that offer training. If you have some where you are, check out what they teach, certification (if any), cost (if the price seems outrageous, it probably is overpriced), and the experience of the teachers. For example, are the teachers people that actually work in the field?

: 3) The general skills/program knowledge necessary to enter the field?

My BA is in English/Communications and my MA is in Theatre. I've taken a few DTP courses, but most of the stuff on my resume came from job experience (I've been doing this for about 7 years). Remember, any experience you have should be listed on your resume creatively. This does not mean to lie, but simply making sure that the experience you have stands out on your resume.

: Please help me!! I feel really lost in a candy store--like I know that I want it but I don't what I want!!!

Don't despair, everyone goes through this. You're starting out with more than most. I went to grad school simply because I didn't know what to do when I got out of college. Knowing what you want to do is a terrific start.

If you found my advice useful, I'd be glad to help you more if I can. Feel free to post more questions.
