I have not worked with PUB97 yet, but PUB 3.
Any way I guess the problem is that you are trying to open a PUB documnet as it was an HTML (with Internet Explorer).
Try to open it from Windows Explorer, by clickin the right button of the mouse on the templette file, select "Open with" then choose PUB.
