Buy QuarkXpress!
Pagemaker beats Quark if your gonna make over 100 pages or so, but if it's for use in newspaper and single document (or up to 10 sides in one document) Quark is the program.
I was so lucky to be on the team who started the first mewspaper in Norway who used 100% QuarkXpress for Windows, and we did'nt have any trouble at all, even if the press used Mac.
