illustrator and streamline in a bundel

I am making a dictionnary of geology. My text is nearly made, and I am looking for a good program for making illustrations. I want scanning pictures and placing beside a draft of this picture with lines identifing the parts of the phenemenon as their names. I am using Macintosh power PC call Performa 6200CD. Some friends have spoken to me to use the Illustrator and have also the Streamline. Is it a bundel of both? Do I have to buy separately? Is Streamline enough for my need? Is it possible to have information of the possibilities of each one? Thank you very much.
