Jim,
I have been looking at your question for a few weeks now and decided to take a stab at it. In the printing business it is easier and less expensive to purchase the envelopes pre-assembled and then sent them to the printers for printing. One reason is that the folding and printing are usually done by two different companies, or in two different processes(not at the same time)sometimes not on the same premises. I guess what I am trying to say is that they will become envelopes before they will be printed on.
