The closest thing to a PS layer is the transparent layer function under Floaters. Create a new transparent layer, then change the brush method to plug-in and the subcategory to transparent layer brush. Unfortunately some brushes don't work on the transparent layer. We can only hope that the next release of Painter will begin to approach Photoshop's ease of use & functionality when it comes to layers and path (shape) manipulations.
