You need the QuarkXPress for Windows 3.32r3 update. It's located at:
http://www.quark.com/ftpusw.htm
I know, I wrote the code (sheepish grin). But seriously, if I remember correctly, this problem is caused by an IPX Win95 dial-up networking bug claiming that network support was present but wasn't. This is why removing dial-up networking or IPX support will also fix the problem.
('course I shouldn't say too much now since I work for Microsoft ;).
